LEAGUE ADMINISTRATION A1. Membership shall be confined to Male veterans who attain the age of 60 or over
during the season. They must be registered before the closing date, but cannot play in any League, Cup or Handicaps until
they have reached 60 A2. Persons of any age who desires to encourage the League may be
enrolled as a Patron for Annual Subscription A3. The League shall be governed by a Committee
composed of a President, Chairman, Vice-Chairman, Secretary, Treasurer, Match Secretary and 4 Elected Committee members. In
addition there shall be two Auditors and two Trustees who must not be members of the Committee. All officers to retire annually
but are eligible for re-election. A4. The Committee shall arrange and fully control all
League matches and handicaps including any events in aid of charities etc. They may enlist the help of qualified members. A5. The Committee is empowered to settle all disputes and may from time to time vary these
rules at their discretion. A6. An ‘Application for Membership’ form must be
completed by each club and be in the hands of the Secretary no later than 31st December. The form must include
details of club secretaries and team captains A7. A list of players to be registered by club must be submitted to the Match Secretary no later than the
March delegates meeting. No player will be registered without a B.C.G.B.A number.
A8. Additional registration of players may be made up to the date of 1st July.
A player must be registered before being eligible to play for a team. A9. It is expected that home teams will make available toilet facilities and light refreshments A10.
Where a club has two teams and one resigns from the League after the fixtures have been published , but before the season
starts, it will be deemed to be the lowest division team (if both are in the same division it will be deemed to be the
B team). If the season has started the Committee will be empowered to decide which team’s fixtures will be expunged
, having regard to the positions of the two teams at the time of resignation, and also to rule on the availability of players
affected. (see also rule A5) A11. A player who wishes to change to another club during the season
may do so providing the following rules are taken into consideration and are acted on:
i.
That it is not detrimental to his
current team ii. The move has been agreed with his captain or secretary iii. The League match secretary is notified by either the
team captain or club secretary iv. He must not have played more than 3 matches, including
Clayton Cup, in that season, and the transfer is before 1st July
v.
A player may only transfer once
in a season A12. New teams entering the League to be placed in a division as befits their playing pool
(which should be submitted at the time of application) at the discretion of the Committee. Divisions to be re-constructed
as needed- promotions to be honoured. A13. The League reserves the right to refuse, or rescind, the
registration of a player who has shown by action, or words, an inability to play in a fair and gentlemanly manner whether
in this League or other Leagues A14. Any correspondence to the league must come from the Bowling Club
Secretary, not from anyone else unless the Bowling Club Secretary is indisposed, then it must be explained in the letter.
Any letter being received without the fore mentioned will be ignored and returned to the Bowling Secretary of the club, this
also includes proposals for the A.G.M. Any club that is ‘split’ must decide which person is to send correspondence
to the league. A15. Resignations from the league must be in writing from the Bowling Club Secretary and the relevant
team captain to confirm the resignation. A16. Any club having a change of administration mid season must inform the League Secretary
as soon as possible.
FEES AND PRIZES B1. An annual payment of £55.00 per team, £25 payable at the A.G.M. and £30 payable at the March
meeting shall be levied to cover all League entrance fees, Clayton Cup fee, Match fees and Players registration. It
does cover the payment for fixture books, but does not cover handicap entries which will be collected at the September meeting
along with any fines B2. The level of fines will be determined
by the Committee at their discretion depending on the transgression B3. That any team winning prize money must collect the
cash at the Presentation- failure to do so will forfeit the cash B4. A merit prize
of a trophy and £20.00 will be awarded to each player with the highest number of points (1 for a home win, 1.5 points
for an away win) in their respective divisions. The player with the highest number of points over the four divisions will
receive an additional £10.00. Where there is a tie on points the prize will go to the player with the best aggregate.
MEETINGS.. A.G.M./DELEGATES C1.
Meetings of League members and Committee shall be held
on such dates and times as decided by the Committee. C2. Failure of a club to send a delegate
to a meeting will entail a fine of £1.00 C3. One representative per team (not Club)
may vote at the A.G.M. Clubs with two teams are allowed two votes. C4. A Special General
Meeting may be called by any 10 members by giving not less than ten days notice, in writing, to the League Secretary and stating
reasons
PROPOSALS FOR THE A.G.M. D1.
Any club wishing to submit a proposal to the A.G.M. must put this in writing and send it to the League Secretary by the 1st
September. No proposals after this date will be considered. A copy of all proposals received will be given to each club at
the September meeting. This will allow clubs time to discuss the proposals and decide ‘For’ or ‘Against’,
or to submit an amendment. Any amendment must be in the hands of the League secretary by the December Committee meeting. At
the A.G.M. each proposal will be put to the meeting for a vote, but no further discussion will be permitted on it.
LEAGUE & CUP MATCHES E1. All
matches will be played in accordance with the ‘The laws of the game of Crown Green Bowls’. E2.
Matches to commence at 1.30 p.m. except Clayton Cup Semi Finals and Final - see rule H9A. Both
teams are required to turn up for all matches. Strike-Out time for players will be 2.30p.m. In any dispute, the groundsman,
if present, shall decide on the fitness of the green for play. Play may not start later than 2.30p.m. E3.
The Draw. The home team captain to place all ten cards face down. The visiting captain to place each of his ten cards on top
of these. These pairings will make up the draw and then the home captain will determine the order of play. In the event of
a player not being present when called onto the green, the next game in numerical order will play. When the original pairing
is made up the game will be played as soon as a jack becomes free, subject to both players being available before the one
hour strike out. If one of the players is not available after one hour a substitution will be made and the game played as
soon as a jack becomes free. E4. Alteration to a draw to be allowed only if a player
is taken ill after the draw has been made and with the agreement of both Captains (except substitute player as rule E3) E5. Home team captain to decide four or five bowlers on the green and inform the visiting
captain before the draw E6. No player may play for more
than one team in the League on the same day, nor may he play in a rearranged fixture where he has already played in
a fixture from the original scheduled date E7. The final score of a match depends
on the number of points gained, with 1 point for a home team winner and 1.5 points for an away team winner. A bonus of 3 points
is given to the team with the highest number of chalks. E8. Each club shall keep
a full record of individual scores both for and against. E9. There will be two markers
at every match and scores checked every four ends, this rule also applies to Clayton Cup matches E10.
At the conclusion of all matches both captains, before signing the result card, must ensure that all scores and totals are
correct, and that the names of all players of both teams are correct. Any mistakes on the result cards both clubs will be
fined. If a result card is late the fine will go to the home team club if more than five days late, including Saturday and
Sunday. E11. Any Captain who has a disagreement with the result must not sign the result card
after the game has ended. He must inform the opposing Captain of his grievance, then phone the Match Secretary as soon as
possible to inform him of the reason for not signing the result card, and then he must put his grievance in writing and send
it to the League Secretary within seven days of the date of the dispute. Once the result card has been signed by both Captains
it is then a true record and cannot be changed E12. All home teams to post the match results
cards by first class post immediately after the match to the Match Secretary. Teams
may, in place of posting the match result card, attached a copy of the match result card to an e mail to the Match Secretary
to reach him by Friday evening- the day after the match E13.
Any player having played 6 League games for a team cannot play for another team, in League
or Cup, of the same club in that season E14. Pre match practice will be home team to
have exclusive use of the green to 1.15p.m., away team 1.15p.m.- 1.30p.m. Captain and Vice Captain of a visiting side to have
15 minutes practice of their choosing before the commencement of the match, the home team Captain to
ensure that there is a match jack available for the visiting Captain and Vice captain to practice with. E15.
In a League match the away team to have all 10 jacks E16. No visiting player
to practice on an away green within the three days before the scheduled match date unless when playing in a competition or
in a match in another league E17. In the event of two or more teams having equal points
at the end of the season the divisional winner will be the team having the best aggregate E18.
A mark for veterans shall be from 19 to 41 metres, the distance measured from the centre of the footer to the nearest point
of the jack, all clubs shall have suitable markers round the green to show the 41 metre mark. Markers
should only be used as a guide as to 41 metres.
Objections to a mark should be in line with B.C.G.B.A. rule 4.4a---
“Verbal
objection to a mark set by the leader must be made by the leader’s opponent only after the first bowl has come to rest,
otherwise the leader may have the jack, and bowl if played, returned to have another attempt at setting a mark. An opponent
objecting to a mark must make an indication that an objection has been made.”
POSTPONEMENTS/REARRANGEMENTS F1.
Matches may be postponed due to inclement weather only and they must be played within 28 days,
but no later than 14 days after the date of the last scheduled match, as arranged by the
two captains, the home captain must inform the Match Secretary within seven days of the revised date. Home Green keeper to
have the authority to declare a green unfit. Where there is no Green keeper (as in the Parks) responsibility to be the home
team captain. However, the latter may only declare the green unfit due to surface water/water logging where it is deemed dangerous
to play. Any other reason for cancellation due to an ‘unfit green’ must be by agreement with the visiting captain.
If agreement is not reached then the match should be played. F2. Any
match abandoned part way through must be completed within 28 days, but no later than 14 days after the date of the last scheduled match, of the original
date by the same players originally listed on the score sheet, and any listed player failing to turn up will be recorded as
‘absent’ and the game awarded to his opponent. Only exceptional circumstances may a substitute player be brought
in and this must have the agreement of the opposing captain. Normal practice rules apply to the re-arranged date. F3.
Matches may be re-arranged with the consent of both captains and they must be played before the original date. The home captain
to inform the Match Secretary of the revised date by the evening of the postponement/rearrangement. F4.
Shortage of players is not a reason for postponement of matches on the day of the match. However, if it is anticipated, before
the date, that a team will have a shortage, then with the agreement of the opposing captain the match can be played either
before the original date or within 14 days after the original date.
If agreement cannot be reached and less than seven days notice has been given then the game should be played. If more than
seven days notice has been given then the dispute should immediately be referred to the Match Secretary who will mediate. F5. Failure to comply with rules F1 and F2 may result in a fine or deduction of points or both to be determined by the
Committee
LEAGUE HANDICAPS G1. All names of handicap entrants must be with
the League Secretary before the draw is made. No entrants will be accepted afterwards G2.
Entry fees for handicaps to be paid at the September meeting G3. In all games opponents
will be decided by a draw G4. Every club shall enter a minimum of two players for each
handicap except for the over 70s, which is only one entry, Minimum payment for non entry will be £1 per player, and
£1 per player per entry G5. Players will be handicapped in accordance with the division
they play- i.e. ‘A’ division 6, ‘B’ division 7, ‘C’ division 8, ‘D’ division
9. In addition a home team player will lose 2 chalks. This applies to all Handicaps except the Jack Fitton Pairs which be
played off 6, home team pairings will lose 2 chalks. All games will be 21 up. G6. Any
player having reached the final stages of a competition and fails to turn up for the final shall be banned from individual
competitions the following season unless there are exceptional circumstances G7.
Winners of a Handicap such as the Farrow Cup
in the previous season will be minus 2 and the runner up minus 1 off their handicaps in the following season. G8.
A player entering a handicap who has
not played a League match will have his handicap fixed by the Committee- this particularly applies to clubs that have two
teams G9. JACK FITTON PAIRS
a. Both players to be from the same club in the Oldham & District Veteran Mens Bowling League.
b. After the draw has been made a player may be substituted, before the qualifying round, but only by a player from the same
club (qualifications as in rule 9a.) c. Named players only allowed, name plus
'partner' not allowed. d. Named players can only play on the green
they have been drawn on and may not replace a partner on another green.
CLAYTON CUP COMPETITION H1.
The competition is open to all teams in the Oldham Veterans Men’s Bowling League H2.
Where two teams from the same club are both drawn at home the ‘A’ team shall have first
choice of date. However, if all four teams involved (i.e. including opponents) agree, this can be waived.
Where two teams from different clubs share the same green and are both drawn at home the first team drawn out of the ‘hat’
(Match Secretary to advise) will have first choice of date. However, if all four teams involved (inc opponents) agree, this
can be waived. H3.
Handicapping will be initially based on the Final League position of the teams at the end of the
previous season. i.e. Winners Div ‘A’ off scratch then one point added for each position down
to the bottom of Div ‘D’. In addition teams in Div ‘B’ receive 15 points; In ‘C’ 25 points,
and in Div ‘D’ 50 points. The ‘away’ team also receives 20 points and all ten blocks. This will
not apply where two teams who share the
same green are drawn together. The
team with the highest handicap get all 10 jacks, except where they are in the same division where jacks will be shared equally,
captains to toss coin for choice of 5 jacks. H4. New teams
to the League will be handicapped as follows for their first season-
Division A Scratch Division B
+15 Division C
+25 Division D
+50 H5. In the event of a tied score in rounds up to the semi-final the match will replayed
on the original ‘away’ team’s green.
If there is a second tie then the winner will be the team who has the most winners over the two games. If it is still a tie
then it will be the team that had the best winner over the two games. If still a tie it is then to the second best winner
then the third etc. H6. Normal pre-match practice is allowed up to and including the Quarter
Final. There will be no practice in the semi final and final. H7.
Anyone who has played in the Clayton Cup will be cup tied to that team until the following season. H8.
Players must have played at least three League games to be eligible to play in the third and subsequent rounds. Any team found
guilty of breaking this rule will automatically be disqualified from the Competition. H9. Semi Final
and Final a. The semi-final and final will be played
on neutral greens, starting at 1.00pm, and the 20 points bonus will not apply.
b. The draw. Each captain will number his cards in order of play. Player 1 will then play player 1, player 2 versus player
2 etc c. The toss of a coin shall decide who will
have first five blocks. d. In the event of a tie in
the semi-final or the final, before the match starts all the cards will be placed face down and a draw will be done with 3
cards being selected from each team and placed on top of each other, and that will be the draw for the play off if the game
ends in a tie. The cards will be marked with a handicap of ‘A’ Division 0, ‘B’ Division 3, ‘C’
Division 6, ‘D’ Division 9, then marked up to 21.
e. If after the three games have been played there is still a tie the winner will be team that has two winners of the three
games. H10. Any team dropping out of the Clayton Cup competition, having knocked out another
team, shall be fined £10.00.
